Dealing with Rejection

My paper got rejected.
Yes, it happened AGAIN after I took some time to conduct more experiments to add in data and improve my writing.
Although this time, we tried sending it to another journal. Still, it didn't even manage to get to the reviewers.
The editor in chief replied:
Your manuscript has been read by members of the editorial office and it has
not been given the priority to be sent for further review. I am sorry that the answer on this occasion must be negative, and sincerely hope that this decision will not discourage you from submitting future manuscripts to....

The reply is polite and soft but hard for me to take. Although I'm well aware that publishing in any international impact factor journal is never 'piece of cake' kind of thing, still it's not easy to deal with the rejection, especially when it's for the second time. I've written to boss regarding what I think and I shall see what he has in mind before we decide what to do next.
One thing for sure is that there's still plenty of room for improvement in my study. So, move on and improve it!
